Residential Rental Registration Program

The City of Buchanan adopted the Rental Registration program in 2025 with regulations found in Chapter 14, Article IX of the Buchanan City Code of Ordinances per Ordinance 202503-441. The intent of the program is to safeguard and preserve decent, safe and sanitary rental housing within the city and to protect people entering or renting them by providing for a regular and comprehensive system of inspection. Through such inspections substandard conditions can be identified and corrected.

Registration takes place annually in July with inspections taking place biennially.

The program includes Long-term rentals with stays for one month or longer which are allowed in any legally existing dwelling by right.  Short-term rentals with stays for less than one month and more than three (3) times a year are allowed in designated areas within the City per Ordinance 2025.09/443. It is suggested that you contact City staff to learn more about Short-term rental before completing an application, as the use is limited to a certain area.

The International Property Maintenance Code (IPMC) regulates minimum maintenance requirements for existing buildings and includes basic equipment, light, ventilation, heating, sanitation, and fire safety. It helps to regulate the safe use of existing structures with the interest in the social, economic, and safety of the community. The IPMC is followed for inspections.

The Code Enforcement Officer is responsible for administering the program and completing necessary inspections.  Inspections can be scheduled with the following options:
