Residential Refuse Collection Services and Optional Bi-Weekly Recycling Collection
The purpose of this Request for Proposals (“RFP”) is to obtain competitive proposals from
responsible, experienced solid waste haulers for a residential collection program that is
reliable, cost-effective, customer-focused, and transparent. The City wants a program that
provides dependable weekly garbage collection, offers optional bi-weekly recycling
collection to the approximately 1,550 homes in the community. The selected contractor
will also support the City’s annual two-day community clean-up event, and gives the City
meaningful flexibility in how customer billing is administered.
This RFP is intended to build on the City’s prior refuse and recycling bid format while
incorporating stronger service standards, clearer proposal requirements, and better reporting
expectations, and more robust pricing forms. The City’s goal is to secure a long-term
partner that can provide high-quality service to residents, communicate effectively with
City staff, and operate in a way that reflects positively on the community.
For the purposes of this procurement, the City is requesting proposals for two billing
structures: (1) a model in which the Contractor bills customers directly, and (2) a model in
which the City holds the contract, pays the Contractor, and then bills customers for
reimbursement through the water/sewer utility billing process. Respondents must address
both options in their narrative response and in the pricing submission forms at the end of
this RFP.
