WORK SESSION SUMMARY

Pursuant to Charter Section 6.2 the Work Session was called to review and discuss the receipt of two Request for Qualifications (RFQ) Design/Build Qualifications for a new wastewater treatment plant and if we should go out for Request for Proposals (RFP).
The Mayor called the discussion to order at 5:57 p.m.
Commissioners present: Carla Cole, Brenda Hess, Patricia Moore, Dan Vigansky
Absent: Dale Toerne
Staff: City Manager Bill Marx, WWTP Operator’s Jason Williams and Bill Housand and Clerk Gladys Bybee
Marx explained two submissions were received through the process although he would have liked five (5); options are which one do we select. We only asked for RFQ’s and not request for proposal. Marx explained we don’t need an Engineer as this is a design build and there are not enough experienced or qualified contractors or they are too busy to submit a quote. He confirmed RFQ’s were sent to Builders Exchange and advertised. Housand reported the receipt from two good contractors; Gosling Czubak Engineering Sciences, Inc. and L.D. Docsa Associates Inc. Commissioner’s and staff discussed the two qualifications received and the question was, do we only look at the current two or go out for proposals. Housand said their findings were really close but DOSCA only has built four wwtp and we requested five. Marx confirmed he will recommend that RFP’s are asked for from both Contractors within thirty days. Hess asked if we had enough funds and are okay with the Treasurer; Housand and Marx confirmed.
There being no further discussion the work session ended at 6:19 p.m.
