CITY OF BUCHANAN COMMISSION MINUTES
April 24, 2017
The Mayor called the Public Hearing to order at 7:00 p.m. and invited public comments on the proposed 2017-18 budget, the property tax millage rate and the water and sewer rates proposed to be levied to support the proposed budget. Hearing no comments, verbal or written, the Mayor adjourned the Hearing at 7:00 p.m.
The regularly scheduled meeting of the City Commission was held at Buchanan City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, April 24, 2017 and was called to order by Mayor Hess directly following the public hearing at 7:01 p.m.
The Mayor led the Pledge of Allegiance. Minister Nate Babcock gave the Invocation.
Mayor Brenda Hess introduced Fire Chief Mike Adams and Assistant Fire Chief Bobby Blaylock and presented each of them with a 25 year service plaque for Firefighter appreciation. City Manager Marx commended Adams, Blaylock and all the Firefighter’s.

Commissioners absent: none
Staff present: City Manager Bill Marx, Treasurer Juli O’Bryant, and Clerk Gladys Bybee
Guests/Visitors present: Six Volunteer Firefighter’s, Buchanan District Library Director Barbara Wallace, and Lion’s Club Member Jerry Flenar along with 13 visitors
Cole moved, seconded by Toerne to approve the Agenda as submitted. Roll call vote carried unanimously.

• Checks 74578 to 74638 in the amount of $68,928.91
• Appoint Amanda Manasco to the Buchanan Farmers’ Market Board for a three year term ending 2020 as recommended by the Farmers’ Market Board

• Street Closure for S. Oak Street between Roe and E Smith from S Oak to just past the train entrance on E Smith for Superhero Run for Belly Buttons 5K Walk/Run
Flenar reported on selling white canes downtown Buchanan May 19 and 20 and the Mayor presented Flenar with a Proclamation declaring May 14 to May 20 as White Cane Week.
Director Wallace summarized her attendance to the numerous board meetings of boards that oversee the locations where the stories would be displayed noting all boards approved the story walk project. She explained the story walk project and confirmed the posts would be temporarily installed and the Library would maintain them. She also confirmed that they will be having a board meeting on Wednesday to present the agreement. Discussion was shared. Toerne moved, seconded by Vigansky to approve the Buchanan Storywalk Agreement with Buchanan District Library to install posts and boards on City property around the Common area although maintenance is still a concern. Roll call vote carried unanimously.
Marx explained the bid waiver to purchase the new Kubota 4 x 4 front deck mower and explained the two quotes received. Moore moved, seconded by Cole to waive the bid and approve the purchase of the Kubota deck mower in the amount of $13,350 from HFS Tractor with trade in. Roll call vote carried unanimously.
After brief explanation from Marx, Toerne moved, seconded by Cole to approve the resolution as presented. Providing for the Honorary Naming of Public Streets
WHEREAS, the City Commission of the City of Buchanan desires to recognize individuals and organizations that are of particular importance to the City of Buchanan or have made significant contributions to improving the quality of life in the City by naming sections of public streets in their honor; and
WHEREAS, the City Commission of the City of Buchanan may name sections of streets not exceeding one block in length in honor and recognition of individuals or organizations that are of particular importance to the City of Buchanan or have made significant contributions to improving the quality of life in the City;
WHEREAS, recognition with an honorary name of street title shall be reserved for those individuals and organizations that have performed an exemplary act or achievement of lasting interest to their community, which reflects positively on the City of Buchanan as a whole;
WHEREAS, the honorary naming of streets under this section is separate and distinct from the process for naming and renaming streets provided by City Code or State Code and shall not replace, supersede, or otherwise affect existing names of streets;
WHEREAS, signs for honorary names of street shall be clearly distinguishable from official street name signs by color, use of the word “honorary” in the legend, or by other design aspects and only be allowed for three consecutive days;
WHEREAS, the Department of Public Works will undertake installation of honorary street title signage as designated by the Buchanan City Manager;
NOW, THEREFORE BE IT RESOLVED, that the Buchanan City Commissioners hereby approves the Honorary Naming of Public Streets Resolution.
Roll call vote carried unanimously. Resolution 2017.04/152 declared adopted.
City Managers comments included items from weekly briefing and discussion of bench destruction along the trail was shared with Commission. He noted working on medical marihuana ordinance for work session on May 8 at 6:00 and huge success with Spring Cleanup.
Commissioner’s commended Adams and Blaylock, announced upcoming events, and gave brief comments. The Mayor recognized Dave Perez for his Chamber of Commerce Award who was in attendance. It was noted the Laundromat would be closing the end of this month.
Vigansky moved, seconded Cole by to adjourn the meeting at 7:43 p.m. Voice vote carried unanimously.
