CITY OF BUCHANAN COMMISSION MEETING
SEPTEMBER 26, 2005
Call to Order/Pledge/Invocation
A regular meeting of the City Commission was held at City Hall, 302 N. Redbud Trail, Buchanan, Michigan and called to order by Mayor Scanlon at 8:00 p.m. The Pledge was recited by all in attendance. Reverend Sean Kidd, Buchanan Church of Christ gave the Invocation.
Citizen Appreciation Recognition Award
Interim City Manager Craig Sumerix read the biography of Cheri Aalfs while the Mayor presented her with the Citizen Appreciation Recognition Award.
Mayor Scanlon introduced and welcomed new City Manager Meg Mullendore.
Commissioners present: David Hagey, Flora King, MarLon McGuire, Patricia Moore, Earl Scanlon III
Commissioner absent: None
Staff present included Interim City Manager Craig Sumerix, Public Services Director Rick Smigielski, Police Chief Bill Marx, DDA Director Michelle Klarich, and Administrative Secretary Jennifer Harrington
Guests/Visitors: 7 visitors and 2 members of the press.
Stella Proud inquired about the "upkeep" of the property located on the corner Moccasin and Front Street.
Jeanne Arbanas reported on the outcome of Kid Fest. Arbanas noted that for the first Kid Fest it was a wonderful turn out with about 75 kids showing up. She stated that she would like for this to become an annual event.
King moved, seconded by Moore to approve the Consent Calendar as submitted. Roll call vote unanimous.

- Designate August 25-27, 2006 for Buchanan Fest 2006
Sally Klute, Senior Nutrition was unable to attend meeting and has asked to be placed on the October 10th meeting agenda.
Michelle Klarich, DDA Director reported in detail all of the events/projects that the DDA is and have been involved with since the last report to the City Commission a year ago.
DDA Director Michelle Klarich thanked the press for the great publicity that the newspapers have given the city regarding the logo change. Klarich showed the Commission the original logo and then the 2 tweaked copies. After discussion shared between Klarich and the Commission a logo was picked. The Mayor stated that the final vote on the logo design will be placed on the next City Commission agenda, October 10th. No motion needed, discussion only.
Approval of City Manager Contract
Moore moved, seconded by McGuire to approve the City Manager's contract as presented. Roll call vote unanimous. Congratulations were shared between Commissioners and Mullendore.
Department request to increase number of firefighters
Sumerix stated that Chief Weaver is requesting that the City increase the number of firefighters from 21 to 23. Hagey moved, seconded by Moore to increase the number of firefighters for the Buchanan City Fire Department from 21 to 23 per Chief Weaver's request with the understanding that it is in the City Commissions responsibility. Roll call vote unanimous.
Funding of new mower motor from Perpetual Care Fund
Smigielski stated that this item has already been approved from the Commission, but the reason it is being brought back to the Commission is to have the money taken out of the Perpetual Care Fund instead of Annual Budget. After brief discussion, King moved, seconded by Hagey to have the funds come from Perpetual Care Fund. Roll call vote unanimous.
Bid Waiver for purchase of radios for Crossing Guards
Chief Marx discussed the reasoning for requesting new radios for the Crossing Guards. Marx also noted that the radios could also be used for events/activities that occur in the City. After discussion between Chief Marx and the Commission, Moore moved, seconded by McGuire to approve the bid waiver for the purchase of the radios for Crossing Guards. Roll call vote unanimous.
Budget Amendment for radio purchase
Moore moved, seconded by McGuire to approve the Budget Amendment in the amount of $3,025.00 for the purchase of radios for Crossing Guards. Roll call vote unanimous.
Stella Proud thanked Chief Marx for helping her, and welcomed new City Manager Meg Mullendore.
