BUCHANAN CITY COMMISSION SPECIAL MEETING MINUTES
Tuesday, October 1, 2019
A Special Meeting of the City Commission for the City of Buchanan was scheduled at Buchanan City Hall, 302 North Redbud Trail, Buchanan, Michigan Tuesday, October 1, 2019 at 6:00 p.m. The Mayor called the meeting to order at 6:00 p.m.
Members present: Mayor Moore, Commissioners Toerne, Denison, Downey and Weedon
Member absent: None
Staff present: City Manager Bill Marx, Wastewater Treatment Plant Operator Bill Housand, and City Clerk Brenda Hess
Guests/Visitors present: None
Toerne moved, seconded by Weedon to approve the consent calendar as presented. Roll call vote carried unanimously.
Approve wastewater contract – Marx reviewed the documents for the contract with Davis Construction and Gosling-Czubak for the new oxidation ditch. It had been referred to the City Attorney for review. The total cost $8,935,000.00 and it will last for at least 80 years. Housand noted a $500 per day payment would be charged for not meeting the completion deadline. It was noted it is a standard contract. Housand Commented that it was a 16-month contract but could be changed if needed depending upon the spring weather at the start of the project. Poor weather in the spring could delay the start. October 13, 2019 is the deadline for locking in the special pricing. Toerne inquired about the completion date in September of 2021 and about the bonding. Marx commented the bond is being worked on currently with Andy Campbell. Approval of the agreement will help with moving the bonding along. Marx noted that Gosling-Czubak completed the headworks project and did a good job. Weedon moved, seconded by Denison to approve the Wastewater Treatment Plant contract as presented. Roll call vote carried unanimously.
Appoint members to the DDA ad-hoc committee – No discussion. Denison moved, seconded by Weedon to form an ad-hoc DDA committee comprised of members Denison, Weedon, Fran Terry and Jerry Flenar. Roll-call vote carried unanimously.
Being no further business, Weedon moved, seconded by Downey to adjourn the meeting, voice vote carried unanimously. The Mayor adjourned the meeting at 6:12 p.m.
