City of Buchanan Commission Minutes
March 25, 2019
The regularly scheduled meeting of the City Commission was held at City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, March 25, 2019 and was called to order at 7:00 p.m. by Mayor Moore. The Mayor led the Pledge of Allegiance. Pastor Ellen Bierlein gave the invocation.
J.W. Jones Honoring his 90th Birthday-April 12, 2019-Mr. Jones was presented with a proclamation in honor of his 90th birthday. He was joined by numerous friends and family.
Lion’s Club White Cane Week Proclamation May 3rd and 4th, 2019 – Proclamation read. People encouraged to donate to support the Lion’s mission of improving sight for Buchanan residents.
Presentation of Check for $3,000 from Buchanan Mason’s Lodge. Donation to be applied to purchase of the Buchanan City Fire Department’s Extrication Equipment.

Guests: J.W. Jones and his family and friends; Masons – Dan Hinkley, Spencer Miller and Dudley Nelson; Bethany Cowan and her children; members of the Buchanan City Fire Department; various city residents

Randall Peart-Requested discussion of the 2019-2020 City Commission Goals. Suggested contacting Adam Burke from the Buchanan Area Senior Center regarding urban planning.
Toerne moved, seconded by Denison to approve the Consent Calendar. Roll Call vote carried unanimously.

Superhero Run for Belly Buttons – Bethany Cowan – 5th Annual Superhero Run for Belly Buttons benefitting Avery’s Angels Foundation for Gastroschisis awareness, support, and research. Requested use of the Trail for Saturday, May 25. Run begins at 9:00. Toerne moved, seconded by Downey to approve the 2019 Superhero Run for Belly Buttons. Roll call vote carried unanimously.
Discussion of the 2019-2020 City Commission Goals as Established at the Annual Goal Setting Session on Saturday, March 2, 2019 – Discussed need to make goals specific and to review them over the course of the following months. Denison moved, seconded by Weedon to approve the 19-20 Commission goals as established (with the caveat that we will be having more meetings in the future to chisel them down). Roll call vote carried unanimously.
Reconsider Purchase of Extrication Equipment for City of Buchanan Fire Department in the amount of $21,770.00 and applying the gift of $3,000 from the Mason’s to the purchase. Mike Adams provided additional information. Downey moved, seconded by Weedon to approve the purchase (of the extrication equipment for the City of Buchanan Fire Department in the amount of $21,770.00 and applying the gift of $3,000.000 from the Mason’s to the purchase). Roll call vote carried unanimously.
Discussion of the May 27th Commission meeting falling on Memorial Day. Toerne moved, seconded by Downey to reschedule the Regular Scheduled Commission Meeting of May 27, 2019 (due to the Memorial Day Holiday) and move it to the following day, May 28, 2019. Roll call vote carried unanimously.
Consider the renewal of Medical Marijuana Facilities Permit for a Provisioning Center at 259 E. Front St. for Buchanan Development LLC. Closed session not requested by Commission. Toerne moved, seconded by Denison to approve the renewal of the Medical Marijuana Facilities Permit for a Provisioning Center at 259 E. Front St. for Buchanan Development LLC. Roll call vote carried unanimously.
Jim Cronin-Inquired about the status of drains on Lake Street.
Bethany Cowan-Requested an Ad-hoc committee be formed under the Buchanan Area Recreation Board to create a policy for the renaming of City assets in memory of Buchanan residents. Toerne moved, seconded by Denison to approve the formation of an Ad-hoc committee to create a policy for renaming city assets regarding memorials. Roll call vote carried unanimously.
Randal Peart-Inquired about bicycle lane on Front Street hill.
City Manager Comments
Thanked the Mason Lodge for donation for extrication equipment and for contributions to the City in general. Thanked Bethany Cowan for 5K event. Weather is getting nicer and work will increase. Alleys being graded, leaves and brush collected. Comments on recent major rainfall’s effect on catch basins. Help from residents is appreciated with 400 catch basins to maintain. Residents reminded to call cemetery for brush pick-up. Recap of Michigan Municipal League conference and Governor Whitmer’s road improvement plan, and unfunded mandate of lead/copper water service line replacement plan.
Denison-Congratulated Chamber of Commerce for successful chili walk. Thanked Masons.
Downey-Thanked Masons and Fire Department.
Toerne-Commented on the Michigan Municipal League Conference. Encouraged attendance of the Commission as a whole for next year. Met with Representative Paquette regarding revenue sharing, and abolishment of no-fault insurance. Meeting with Kim LaSata soon to discuss issues. Buchanan lost 2.5 million dollars in revenue sharing.
Weedon-Thanked Fire Department for attending annual planning meeting. Thanked Masonic Lodge for donation. Acknowledged J.W. Jones birthday. Encouraged people to run the Belly Button Run.
Moore-Happy birthday to Mr. Jones and gave wishes for a happy celebration. Thanked all who attended meeting. Thanked Masons, Fire Department, and Super Hero Belly Button Run guests.
Toerne moved to adjourn the meeting at 7:50 p.m. Voice vote carried unanimously.
