City of Buchanan Commission Minutes
January 14, 2019

The regularly scheduled meeting of the City Commission was held at City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, January 14, 2019 and was called to order at 7:00pm by Mayor Moore.  The Mayor led the Pledge of Allegiance. Pastor Nathan Babcock gave the invocation.

Mayor Moore recognized Eagle Scout Michael Everett. Michael introduced himself and gave a brief summary of his project of birdhouse and plaque creating. Everett presented a $445.58 check to the Friends of McCoy Creek Trail Committee.

Also in attendance: City Manager Bill Marx and Interim Clerk Amanda Schanick 

Public Comments (Citizens are allowed up to three (3) minutes for discussions on any agenda Item) 
Dan Vigansky gave his thoughts of Thrill on the Hill proceeds; Cancelation of Winter Thrill on the Hill and Compensation Committee.

Randall Peart gave his thoughts of what he would like to hear from the Fire Chief during his report.

Consent Calendar:
Moore noted items that needed to be added to the Agenda.  G. under Consent Calendar, Approve Work Session Summary from December 12, 2018 and D. under Reports by: Departments, Committees, Boards, Mack Green – Wightman Engineering.  Weedon moved, seconded by Toerne to approve the amendments of the agenda. Roll Call vote carried unanimously.

Toerne moved, seconded by Downey to approve the Consent Calendar.  Roll Call vote carried unanimously 
•    Approve Agenda as amended 
•    Approve Invoices/Expenditures for 1-14-19 in the amount of $173,345.53
•    Approve Regular Meeting Minutes of December 10, 2018
•    Approve Street Closure Form – Chili Walk – March 21, 2019
•    Approve Banner Placement – Annual Swiss Steak Supper
•    Appoint Michael Travis to the Dial-A-Ride’s Local Advisory Council (LAC)
•    Approve Work Session Summary of December 12, 2018

Reports by: Departments, Committees, Boards
A.    Buchanan Youth Softball Baseball Association (BYSBA) – Chris Kutemeier gave review of 2018’s activities and updates to their committee.  2019’s fundraising goals will be to replace the score board. Treasurer explained breakdown of the financial overview. 

B.    City of Buchanan Fire Department – Fire Chief Mike Adams addressed Mr. Peart’s question about relocation of the Fire Station.  Adams gave a 2018 overview of calls and activities. 

C.    Jonathan Burke Tactical Energy Group – Burke introduced himself to the new commissioners and explained his goals and savings so far for the City of Buchanan. City Manager made commentary of the benefit the Tactical Energy Group has been for the City of Buchanan. 

D.    Mack Green Wightman Engineering – Green introduced himself and gave background information of River Street/Redbud/Fourth intersection.  After discussion of 7% increase bid, Toerne motioned, seconded by Weedon to approve the additional funds for signal project making the Total City Cost $337,300.00. Roll Call vote carried unanimously.  

Unfinished Business

New Business
2018 Summer Thrill on the Hill Proceeds – City Manager Marx outlined the 2018 Summer Thrill on the Hill in detail. After discussion Denison moved, seconded by Downey to transfer $20,000.00 to the Buchanan Area Recreation Board (BARB).  Roll Call vote carried unanimously.

Approve the Commission Compensation Committee – City Manager Marx explained the duties of the Commission Compensation Committee. Toerne moved, seconded by Weedon to approve the Commission Compensation Committee.  Roll Call vote carried unanimously. 

Public Comments (Citizens are allowed up to two (3) minutes to discuss any non-agenda Item
Chris Geisler commented on poor road condition. Marx and Geisler shared comments of the City of South Bend’s road patching procedure. 

Randal Peart commented on City road conditions.  

Norma Ferris requested minutes for all the boards for the history room.  

City Manager Comments
Marx commented on oxidation ditch trip to Swanton Ohio January 22nd, Comic relief of the “peeping Toms” National Share”; Items of equipment invite to look at the DPW deem as access property for disposal.

Commissioners’ Comments
Toerne commented and gave briefs of the boards and committees that he serves on. Commended the Tree Board with new trees planted. 
Denison gave comments on compensation. 
Moore; DDA looking for a Part Time Director.  

Closed Session to review minutes from Closed Session 12-10-18
Moore motioned, seconded by Toerne to go into closed session to review the minutes from the December 10, 2018 closed session.  Voice vote carried unanimously.

Moore reconvened the meeting. 

There being no further business Toerne motioned, seconded by Denison to adjourn the meeting at 9:15 p.m. Voice vote carried unanimously.
