City of Buchanan Commission Minutes
January 28, 2019
The regularly scheduled meeting of the City Commission was held at City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, January 28, 2019 and was called to order at 7:00pm by Mayor Moore. The Mayor led the Pledge of Allegiance. Pastor Brandon Smith gave the invocation.
Commissioner Toerne recognized Richard Gault. A plaque was presented to Mr. Gault in his honor.

Absent: Commissioner Denison
Also in attendance: City Manager Bill Marx, Interim City Clerk Amanda Schanick and Zoning Administrator Debra Patzer
Public Comments (Citizens are allowed up to three (3) minutes for discussions on any agenda Item)
Toerne moved, seconded by Weedon to approve the amendments of the agenda which include “with corrections and final review by the City Attorney” added to Item G under consent calendar, remove Buchanan High School Leo Club from Reports and Approval of Annual Funding Application for Dial-A-Ride from New Business, Add Introduction of the New City Clerk and Introduction of the New DDA Director under Reports. Roll Call vote carried unanimously.
Torne moved, seconded by Downey to approve the Consent Calendar. Roll Call vote carried unanimously
• Approve Agenda as amended
• Approve Invoices/Expenditures for 1-28-19 in the amount of $467,925.84
• Approve Regular Meeting Minutes of January 14, 2019
• Approve Street Banner Placement Form – Chili Walk
• Approve $189,361 budget amendment from Local Streets and $147,939 from Major Streets to Street Repair & Maintenance to pay for the Redbud & River Traffic Signal and Fourth Street Improvements
• Approve Resolution 2019.01/185 to Negotiate the Summer School Tax Collection Fee
• Approve Resolution 2019.01/186 Poverty Exemption Guidelines with corrections and final approval by City Attorney
• Approve Policy and Procedure for the Granting, Auditing and Removal of Property Exemptions

A. Introduction of New City Clerk – Marx introduced Brenda Hess as the new City Clerk for the City of Buchanan. Toerne moved seconded by Weedon to accept Brenda Hess as the new City Clerk. Roll Call Vote carried unanimously.
B. Introduction of the new DDA Director – Marx introduced Joe Krueger as the new DDA Director. Kruger introduced himself to the City Commission. Toerne moved, seconded by Downey to accept Joe Krueger as the new DDA Director. Roll Call voice carried unanimously.
Approve Disposal of Excess Equipment – Marx discussed items to be disposed as excess equipment. Downey moved seconded by Toerne to Approve Disposal of Excess Equipment. Roll call vote carried unanimously.
Approve Schirmer Lift Station Upgrades – Housand explained the upgrades needed to Schirmer Life Station. Weedon moved, seconded by Downey to approve Schirmer Lift Station Upgrades in the amount of $18,625. Roll Call Vote carried unanimously.
Approve High Pressure Pipe Replacement for $5,278.89 – Housand explained the High Pressure Pipe issue. Toerne moved, seconded by Downey to Approve High Pressure Pipe Replacement in the amount of $5,278.89. Roll Call vote carried unanimously.

City Manager Comments
Marx noted the benefits of water department software catching unknown large water usages by home/business owners. Welcomed new City Hall hires. Noted that City Hall will not be closed this week due to inclement weather. Encouraged City residents to call City Hall and Police Department with any emergencies or help needed this week. Encouraged City residents to run a pencil lead sized stream of water in a faucet to prevent freezing. Acknowledged the using of space heaters as very dangerous. Commended DPW staff of roads being plowed.
Toerne reminded the public of the Planning Commission Meeting for February 12, 2019 at 7pm. Gave update for Southeast Berrien County Landfill’s testing which all came back good. Encouraged City residents to be safe during the cold weather.
Weedon excited to see Brenda Hess as the City Clerk.
Moore reminded City residents to look out for your pets during the cold season. Thanked Richard Gault for his service to the City of Buchanan. Invited everyone to her father’s open house at Redbud City Center February 9th from 2-4pm. Her Father requested items for the RAM Pantry rather than gifts for himself.
Toerne motioned, seconded by Downey to adjourn the meeting at 7:51p.m. Voice vote carried unanimously.
