City of Buchanan Commission Minutes

February 25, 2019

The regularly scheduled meeting of the City Commission was held at City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, February 25, 2019 and was called to order at 7:00pm by Mayor Moore.  The Mayor led the Pledge of Allegiance. Pastor Nathan Babcock gave the invocation.

Present: Mayor Moore, Commissioners Denison, Downey, Toerne and Weedon
Absent: None
Also in attendance: Bill Marx, City Manager; Guy Lewis, Building Inspector; Debra Patzer, Zoning Administrator; and Brenda Hess, City Clerk

Norma Ferris: Question regarding the Freedom of Information Act coordinator

Consent Calendar and Agenda:

Weedon moved, seconded by Downey to approve amendments to the Consent Calendar as requested to include check 78630 in the amount of $8531.67, to add the Building Inspector’s report to the agenda, to move check 78621 in the amount of $211,150.00 to New Business, and to remove the approval of Karen McGuirt from the consent calendar. Roll Call vote carried unanimously.

Denison moved, seconded by Toerne to approve the amended Consent Calendar.  Roll Call vote carried unanimously

•    Approve Invoices/Expenditures for 2-11-19 in the amount of $584,311.33 as amended
•    Approve Regular Meeting Minutes of February 11, 2019
•    Excuse Commissioner Denison From January 29, 2019 meeting

Consider the Appointment of Karen McGuirt to the Buchanan District Library Board.  Discussion regarding appointments to Boards, hiring practices, and procedures.  Moore moved seconded by Toerne to approve the appointment of Karen McGuirt to the Buchanan District Library Board.  Roll call vote.  YEA: Moore, Toerne, Downey. NAY: Denison, Weedon. Motion Carried.

Reports by: Departments, Committees, Boards
A.    Buchanan Color Run-Tracie House-Presented details regarding Color Run in May on the McCoy’s Creek Trail.  Toerne moved seconded by Downey to approve the Buchanan Color Run for May 18, 2019. Roll call vote carried unanimously.
B.    Buchanan Area Senior Center-Introduction of Adam Burck, Executive Director-Adam introduced as the new Executive Director.  
C.    Building Inspectors Report-Guy Lewis-Inspector Lewis gave his report on the year’s activities from the department.

New Business
Consider Resolution 2019.02/188, Designation of the Buchanan City Clerk as the FOIA (Freedom of Information Act) Coordinator-Discussion surrounded responsibilities of FIOA Coordinator. Toerne moved seconded by Denison to designate the City Clerk the Freedom of Information Act Coordinator. Roll Call Vote carried unanimously. 

Consider Resolution 2019.02/189, Authorizing Redemption of Water Supply and Sewage Disposal System Revenue Bonds, Series 2000-Discussion surrounded the financing of the Oxidation Ditch and the recommendation by the City Financial Advisor to redeem Bond Series 2000. Toerne moved, seconded by Downey to authorize the Redemption of Water Supply and Sewage Disposal System Revenue Bonds, Series 2000. Roll Call Vote carried unanimously.   

Consider Approval of Check 78621 in the amount of $211,150.00 to redeem Bond Series 2000.  Weedon moved, seconded by Toerne to authorize Check 78621 in the amount of $211,150.00 for the Redemption of Water Supply and Sewage Disposal System Revenue Bonds, Series 2000. Roll Call Vote carried unanimously. 

CLOSED SESSION - Downey moved seconded by Toerne to move into closed session to review confidential information and ask questions regarding the renewal of Medical Marijuana Facility Permits-Redbud Roots. Roll Call vote carried unanimously. 

Mayor Moore reconvened regular meeting.

Consider the Renewal of Medical Marijuana Facility Permits-Redbud Roots-Discussion of Redbud Roots progress. Toerne moved, seconded by Weedon to Approve Renewal of Medical Marijuana Facility Permits-Redbud Roots.  Roll Call Vote carried unanimously.

Consider Purchase of Extrication Equipment for City of Buchanan Fire Department in the amount of $21,770.00 – Mike Adams presented information regarding the purchase of extrication equipment for the City. Moore moved, seconded by Toerne to Approve Purchase of Extrication Equipment for City of Buchanan Fire Department in the amount of $21,770.00. Roll Call vote. YEA: Moore, Toerne. NAY: Denison, Weedon, Downey.  Motion failed.

Introduce Ordinance to Amend Article IV-Cross Connections, Chapter 102 Utilities in the City of Buchanan Code of Ordinances-First reading and schedule public hearing for March 11, 2019 at 7:00 p.m.* - Debra Patzer, City Zoning Coordinator, discussed the proposed changes in language in Article IV-Cross Connections in Chapter 102 of the Buchanan Code of Ordinances as required by the Department of Environmental Quality.  Scheduled public hearing for March 11, 2019 at 7:00 p.m.  Denison moved, seconded by Toerne to approve the hearing for the Ordinance to Amend Article IV-Cross Connections, Chapter 102 Utilities in the City of Buchanan Code of Ordinances.  Roll Call Vote carried unanimously.

Daniel Vigansky: Commented on Commission Compensation, city hiring, and the City Charter

Randall Peart:  Thanked all whom attended The Paper’s community event on Sunday, February 24.

City Manager Comments

Reminded everyone about the goal setting session on Saturday, March 2, 2019, 9:00 a.m.-1:30 p.m.  Reminded everyone that the Thirteenth Annual Chili Walk will take place on March 21, 2019, 4:30 p.m. - 7:30 p.m. Commented on the new Downtown Development Authority’s new director.

Commissioners’ Comments

Denison: Commented on Water Department’s information, preventive maintenance schedule, downtown parking situation, and Black History Month forum at the Buchanan Area Senior Center.

Downey: Expressed regret at missing The Paper’s Community Event and commented on the downtown parking situation.

Toerne:  None

Weedon:  Commented on the Chili Walk’s date and time.

Moore:  Expressed appreciation to audience members for attending the meeting.

Downey motioned, seconded by Denison to adjourn the meeting at 8:49 p.m. Voice vote carried unanimously.
