City of Buchanan Commission Minutes
August 12, 2019
The regularly scheduled meeting of the City Commission was held at City Hall, 302 N Redbud Trail, Buchanan, Michigan Monday, August 12, 2019 and was called to order at 7:00 p.m. by Mayor Moore. The Mayor led the Pledge of Allegiance. Pastor Brandon Smith gave the invocation.
Present: Mayor Moore, Commissioners Denison, Downey, Toerne and Weedon

• Randal Peart – Inquired about location of future DPW building.
• Dan Vigansky – Commented about site of future DPW building and former DPW building.

• Approve Minutes: Joint Work Session with Planning Commission regarding adult use marijuana July 25, 2019
• Approve Invoices/Expenditures for July 22, 2019 in the amount of $2,470,430.08

• Approve Special Event Form – Faith and Family Day at the Buchanan Common Sunday, August 25, 2019 11:00 a.m. – 5:00 p.m.
Toerne moved, seconded by Weedon to amend the Consent Calendar by removing the Buchanan Senior Center from Reports by: Departments, Committees, Boards due to illness. Roll call vote carried unanimously. Toerne moved, seconded by Denison to approve the Consent Calendar as amended. Roll call vote carried unanimously.

Review and approve the job description and wage scale for the position of “Sexton” within the Public Services 1 Labor Contract with ASCME – Downey commented regarding lack of information sometimes causing the same items to return to Agenda. Toerne commented that the employee was already being paid the additional wages. Denison noted it was a change in title. Toerne moved, seconded by Weedon to approve the job description and wage scale for the position of “Sexton” within the Public Services 1 Labor Contract with ASCME.
DPW Location – Weedon commented that the rationale for location at former feed mill is that there is infrastructure and current DPW is on flood plain. Toerne commented River Street location lacks infrastructure. Weedon commented upon previously received renderings of plans and how it would improve entrance to the City. Noted City has not made “shot gun” decision regarding placement of DPW. Moore explained once site plan has been approved there will be many opportunities for public input before building starts. Noted River Street site could be utilized for other commercial enterprise. Denison state desire to reserve River Street property for commercial use. Discussion regarding River Street property potential. Moore noted feed mill was for sale for long time period with no interest. Downey commented regarding location of DPW on feed mill site in relation to nearby housing. Denison moved, seconded by Toerne to approve the old feed mill as the site for the new Department of Public Works Building. Yeas: Moore, Denison, Toerne and Weedon Nays: Downey
• Dan Vigansky – Expressed additional thoughts regarding feed mill property. Noted City Manager should have sent designee.
• Randall Peart – Commented on use of Round Up in downtown district and proximity to drains. Requested ban of use of Round Up. Suggested student volunteers remove weeds.
• Cindy Benson – Supported ban of Round Up.

Weedon – Thanked everyone who volunteered for Thrill on the Hill. Commented upon quality of entertainment and increase in foot traffic. Thanked City departments, business partners, and Ron Cornelius for DJ services. Commented upon streetlighting in City; suggested additional poles be located with input from Police Department. Commented upon DDA and requested Commission discussion regarding DDA. Expressed frustration with amount of emails and texts regarding DDA. Commented upon City Manager evaluation process and ways to improve said process.
Toerne – Commented upon Buchanan One; encouraged fellow Commissioners to attend meetings. Commented upon passing of Richard Gualt and Edie Minks. Read email from Adam Burke Director of Buchanan Senior Center regarding traffic calming measures on Rynearson by Center. Noted Landfill reports completed as well as procedures for handling chemicals. Noted special meeting on August 14 regarding Landfill feasibility study. Reminded all current landfill life is 13 years. Reminded all of Planning Commission meeting on August 13. Thanked City workers for successful Thrill on the Hill. Commented upon missing National Night Out. Expressed frustration with DDA.
Downey – Commented upon Thrill on the Hill. Commented upon use of Round Up along the Trail.
Denison – Commented upon Thrill on the Hill. Commented upon Hannah Robert’s BMX win. Expressed agreement with Weedon regarding improvements to City Manager evaluation process.
Moore – Congratulated City on Thrill. Noted ducks adapted well to event, and thanked sponsors. Commented upon National Night Out. Noted Tin Shop Theater’s production of The Wizard of Oz added an extra performance due to ticket demand. Noted Common Summer Concert Series wrapping up soon. Commented DDA is going through changes in membership; expressed hope August meeting will provide clarity and progress. Has formed a contract review committee for the Manager’s contract to which she appointed Denison and Weedon.
Under MCL 15.268(a) closed session; permissible purposes section 8. To consider a periodic personnel evaluation - City Manager, To review minutes of Closed Session July 22, 2019 - William Marx evaluation. Toerne moved, seconded by Downey to move into closed session. Roll call vote carried unanimously.
The Mayor reconvened the meeting at 7:49 p.m.
Toerne moved, seconded by Weedon to adjourn the meeting. Voice vote carried unanimously. Mayor Moore adjourned the meeting at 7:52 p.m.
