    VOLUNTEER BOARDS & COUNCILS


    Nearly 100 citizen volunteers serve the City of Buchanan on the City’s various boards, commissions, etc., which have major responsibilities in assisting the City Commission and staff in public policy development and implementation. These boards and commissions play a vital role in shaping the community’s future and maintaining and improving its quality of life. By serving on these various groups, city residents have the opportunity to truly “make a difference” in their community.

    Appointments to City Boards, Commissions, Councils, and Committees are typically made by the Mayor, subject to approval by the full City Commission.

    Presented below are brief descriptions of the functions and activities of the City’s various boards, commissions, councils, and committees. Also listed are the lengths of terms for appointments to these groups, as well as their regular meeting dates, times, and places.

    BUCHANAN AREA FINE ARTS COUNCIL
    Charged with encouraging participation among citizens of the Buchanan area in all areas of fine arts to be accomplished through soliciting and selecting fine arts programs for citizen participation and enjoyment, planning exhibitions, concerts, demonstrations, and any other programs that might allow citizens of the Buchanan area to experience and appreciate the fine arts.

    The Fine Arts Council is comprised of one City Commissioner, two school system representative, three city residents, one Niles Township residents, one Buchanan Township residents, one Bertrand Township residents, and five “at large” members

    COMMON COMMITTEE
    Charged with programming arts-related events at the Common. In order to ease the logistics of co-promotion, the Common Committee will finalize its programming schedule for the summer of a given year by February of that same year, commensurate with the Buchanan Fine Arts Council. The aim of programming efforts by the Common Committee should be to seek diverse schedule reflecting a broad base of interests in the community.

    BUCHANAN AREA RECREATION BOARD (BARB)
    The BARB has representatives from the City, Buchanan Township and the Buchanan Community Schools, who oversee programming and capital improvements at the City’s various park and recreation facilities.

    BARB is charged with the development and implementation of the City’s Park and Recreation Master Plan, and in recent years has been furnished with City funds for capital improvements at park facilities throughout the community. Parks and recreation programs are an important component of Buchanan’s quality of life, and both the City Commission and the Recreation Board have committed themselves to upgrading and beautifying Buchanan’s park facilities.

    JOINT WATER/SEWER BOARD
    The Joint Water/Sewer Board is a joint City/Township body, which makes policy recommendations regarding operation of the city’s water and sewer system, and oversees the cooperative agreement between the City and Township for provision of city water and sewer services to adjacent township areas. The Board includes two City representatives, two Township representatives, and one “at large” member.

    Number of Members: 5
    Term: 3 years (ending June 30)
    Meetings: First Wednesday of February, May, August and November, 7:00 a.m. at City Hall

    DOWNTOWN DEVELOPMENT AUTHORITY (DDA)
    Charged with formulating policy and planning public improvements to spur development in Buchanan’s central business district, state law has established DDA’s as the prime vehicle for promoting economic development in downtown areas across Michigan. Examples of possible DDA activities include the formulation of downtown development, parking, beautification plans, the conducting of market studies, promotion of special events, and technical assistance to downtown businesses to help them remain competitive in today’s economy.
    The DDA works closely with other community development groups, such as the Tax Increment Finance Authority, Chamber of Commerce, Common Committee and Garden Club.

    DISTRICT LIBRARY BOARD
    The District Library Board approves policy for operation of Buchanan’s District Library, develops capitals improvement and acquisition plans for the library, and works with the Library Director and staff to develop special programs and select library materials that meet the needs of the community.

    PLAN COMMISSION
    The Plan Commission is charged with the development and adoption of a City Master Plan, and advising the City Commission on zoning and land use ordinances related to the implementation of that plan. The Plan Commission also has the responsibility for conducting public hearings on rezoning requests, and for conducting site plan reviews for proposed commercial, industrial, and multi-family residential developments.

    TAX INCREMENT FINANCE AUTHORITY (TIFA)
    The Tax Increment Finance Authority oversees planning and development of public improvements in Buchanan’s tax increment finance district, located downtown This board oversees an annual budget in excess of $300,000 and has the ability to plan and implement public improvements that will promote further private investment. The TIFA Board works closely with the Downtown Development Authority (DDA).

    BOARD OF REVIEW
    The Board of Review is charged with considering, correcting and approving the assessment roll. It shall hear the complaints of all persons considering themselves aggrieved by assessments. If it appears that any person or property has been wrongfully assessed, or omitted from the roll, the Board shall correct the roll in such a manner as it deems just.

    Number of Members: 3
    Term: 2 years (odd year)
    Meetings: March, July and December (to be scheduled by the City Assessor as applicable by City Charter.)

    ZONING BOARD OF APPEALS (ZBA)
    The Zoning Board of Appeals hears appeals for variances from the City’s Zoning Ordinance, as well as requests for home occupation permits. The ZBA also hears appeals from property owners whose properties have been cited under the Uniform Code for the Abatement of Dangerous Buildings or the International Property Maintenance Code. In these functions, the ZBA plays a quasi-judicial role, determining whether the request or appeal in question meets requirements established in the City ordinances. All decisions of the ZBA are subject to review by the City Commission.
